1. Member States shall issue authorisations, in accordance with the provisions laid down in a Regulation of the European Parliament and of the Council on the sustainable management of external fishing fleets (), to large-scale catching vessels flying their flag to fish tropical tunas in the ICCAT Convention area. 2.
